Overload Fault

I am getting the F007 fault code. I know this is the Motor Overload fault but I have checked the wiring and the motor and it all tests good. The display when I start it jumps from 0.0 to 2.9hz then drops out wavering in the 0.0 to 0.9 range. The amps jump all the way from 0 to 15amps. It's a powerflex 40 powering a .5hp air knife fan @ 460VAC. What am I missing?

Does the motor rotate at all during the initial start before the fault?

Motor turns but starts to ramp up and when it gets to about 2.6amps it drops down to fluctuating from 0.0 to 0.9 amps.
Took all loads off the motor (belt/pulley) and tried with it just free spinning. Does the same thing. I'm about ready to order a new drive this is so frustrating.

Check and post the values of parameters P031, 032, 033, and A084 (Boost Select). Does the motor make any unusual humming or buzzing noise either when it's accelerating or settles down to run...before it trips?
